Co-funded by the European Union — Investing in your future

The doctoral research line of Tyche Institute MTÜ is co-funded by the European Union from cohesion policy funds, through Estonia's measure Sektoritevahelise mobiilsuse toetamine (Support for intersectoral mobility), activity "Knowledge-transfer doctoral students employed in private, public and third-sector organisations". The support is implemented by Riigi Tugiteenuste Keskus (State Shared Service Centre), for the Estonian Ministry of Education and Research.

Objective

To increase the institute's permanent research and development capacity by building and validating a framework for assessing how ready digital states and organisations are to take responsibility for a delegated or AI-agent action — in the context of eIDAS 2.0, the EU Digital Identity Wallet, qualified electronic attestations of attributes, and the AI Act.

Result

One full-time knowledge-transfer doctoral position at Tyche Institute (Anton Sokolov, doctoral student at Tallinn University of Technology), 1 September 2026 to 31 August 2029. The indicators fixed in the grant decision are one participant in the mobility scheme and one full-time research position created. The research outputs — the assessment framework, reference verifiers, test vectors and the doctoral thesis — are published under the institute's usual open licences and listed on the research and track record pages.

What the support is, and is not

The grant reimburses the doctoral position as a standard unit cost for labour plus a flat rate for other costs; it is reported to the implementing agency twice a year. It does not fund, endorse or certify any product or service, and the research results do not represent the views of the European Union or of the Estonian state. The institute's other work, including standards participation, is not funded by this grant.

Projekti „Vastutustundliku tehisintellekti-agendi toimingu valmiduse hindamise raamistik“ (nr 2021-2027.1.01.26-1995) kaasrahastab Euroopa Liit ühtekuuluvuspoliitika fondide vahenditest meetme „Sektoritevahelise mobiilsuse toetamine“ tegevuse „Teadmussiirdedoktorantide palkamine era-, avaliku- või kolmanda sektori asutustesse“ raames. Rakendusüksus on Riigi Tugiteenuste Keskus; taotluse rahuldamise otsus nr 11.3-1/26/3843, 15.09.2026.

Eesmärk: suurendada Tyche Institute MTÜ püsivat teadus- ja arendusvõimekust, luues ning valideerides raamistiku, millega hinnata digitaalsete riikide ja organisatsioonide valmidust vastutada delegeeritud või tehisintellekti-agendi toimingu eest eIDAS 2.0, ELi digiidentiteedi rahakoti, kvalifitseeritud elektrooniliste atribuuditeenuste ja tehisintellekti määruse kontekstis.

Tulemus: üks täiskoormusega teadmussiirdedoktorandi töökoht Tyche Institute'is koostöös Tallinna Tehnikaülikooliga (01.09.2026–31.08.2029); hindamisraamistik, kontrollrakendused, testvektorid ja doktoritöö avaldatakse avalikult.

Toetuse summa: abikõlblik kogumaksumus 158 961,60 €, millest toetus kuni 111 273,12 € (70 %) ja omafinantseering vähemalt 47 688,48 € (30 %). Toetus on vähese tähtsusega abi.
